Simplified Acquisition

Many customers are unaware that they can benefit from simplified acquisition procedures (Federal Acquisition Regulation Part 13), a more streamlined contracting method than other types of procurements for federal contracts. The simplified acquisition process helps the Government reduce administrative costs and improve access to opportunities for small businesses. Under simplified acquisition, contracting officers bypass the typical evaluation process of comparing plans, evaluating budgets, and establishing a competitive range. What are the advantages?

  • Acquisitions of supplies or services that have an anticipated dollar value above the micro-purchase threshold ($10K), but at or below the simplified acquisition threshold ($250K), can be set aside for small business concerns.
  • Agencies may use simplified acquisition procedures to the maximum extent practicable for all purchases of supplies or services not exceeding the simplified acquisition threshold (including purchases at or below the micro-purchase threshold).
  • Authorized individuals do not have to obtain individual quotations for each purchase. Standing price quotations may be used if:
    • The pricing information is current; and
    • The Government obtains the benefit of maximum discounts before award.
  • Requirements must be displayed publicly, but a combined synopsis solicitation can be used so no separate solicitation is required.
  • For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
  • The simplified acquisition process requires three total bids from small business resellers.

Real-World Scenario:

GSA did not offer bundle pricing for Qlik software/services, resulting in significantly increased overall pricing if the customer purchased through GSA. Instead, the customer leveraged ORI’s small business status for a simplified acquisition for its Qlik software/services bundle, which qualified because it was priced between the micro-threshold of $10,000 and maximum threshold of $250,000. The customer was able to utilize the simplified acquisition process and meet small business set-aside goals by quickly and efficiently purchasing Qlik from ORI.
